This looks at how the US is treating climate change as a compartmentalized environmental issue and is currently relying on its strong legal system and separation of powers to mitigate climate change through the CAA and state laws.  In contrast, China recognizes that climate change is a fundamentally development issue and interconnected to economic and social development in China's efforts to address climate change through its five-year plans.
